Full Journal pdf1996-10-16 Senate Journal Page 4368 SB 274 Message of May 24 was received, stating: Dear President Pearce: Under the authority of art. II, sec. 15, of the Alaska Constitution, I have vetoed the following bill: HOUSE CS FOR CS SENATE BILL NO. 274(TRA) An Act relating to the noise levels of airports and sport shooting facilities. Under this bill, the state would usurp a control that has traditionally belonged to municipal authorities--local nuisance regulation. Our local authorities can offer appropriate safeguards for regulating noise and other potential neighborhood nuisances through their assemblies, mayoral offices, and planning and zoning commissions. As the Alaska Municipal League notes in its statement of opposition to this bill, the state should not be restricting enforcement of municipal ordinances. I am also concerned this bill passed the Legislature without adequate public scrutiny. In checking with several municipalities, it is apparent local governments and residents had little knowledge of its effects. I have now received several letters of concern and requests to not permit this bill to become law. It is important that we include local governments in any future considerations.
